Does AIA Contract Documents offer an agreement for site-evaluation or project feasibility services?

Yes, the AIA offers B203-2017, Standard Form of Architect’s Services: Site Evaluation and Project Feasibility. B203-2017 provides an Architect’s scope of services only and must be used with an Owner-Architect agreement. It may be attached as an exhibit to AIA Document B102™–2017, Standard Form of Agreement Between Owner and Architect without a Predefined Scope of Architect’s Services or used with AIA Document G802™–2017, Amendment to the Professional Services Agreement to modify any Owner-Architect agreement.

Can B203–2017 be used by itself?

No, B203–2017 is a scope of services document only and must be used with an Owner-Architect agreement. It may be attached as an exhibit to AIA Document B102–2017, Standard Form of Agreement Between Owner and Architect without a Predefined Scope of Architect’s Services or used with AIA Document G802–2017, Amendment to the Professional Services Agreement to modify any Owner-Architect agreement.

Does B203–2017 require the Architect to provide a deliverable to the Owner?

Yes, Section 2.5 of B203–2017 requires the Architect to prepare a site evaluation and feasibility report based on the services the Architect provides. This report includes (1) an executive summary, (2) documentation of the methodology used to conduct the Architect’s services, (3) the Owner’s Development Objectives, (4) relevant facts upon which the report is based, (5) comparisons regarding multiple sites, if selected, and (6) conclusion and recommendations.

Can B203–2017 be used to evaluate multiple sites?

Yes, the parties can identify multiple sites for the Architect to evaluate in Section 1.1.1.

Does B203–2017 require the architect to analyze the environmental aspects of the site?

No, environmental analysis is beyond the scope of B203–2017. If these services are required, the Owner should separately contract for them to be performed by a qualified professional. However, B203–2017 includes an optional service, in Section 2.6.3, for the Architect to identify environmental requirements that apply to the Project.
